Doesn’t matter how it happened. What matters is that holding it right now carries a Rs. 10,000 penalties under Section 272B of the Income Tax Act, 1961.
The Income Tax Department ties your entire financial identity to one 10-character number. Every ITR, every bank account, every TDS deduction runs through it. When you have two, the system doesn’t crash. It creates problems quietly until something time-sensitive breaks.
Most people got there one of three ways: simultaneous applications through the portal and bank; a name change after marriage, generating a new PAN while the old one was never surrendered; or the 2022-23 Aadhaar-PAN linking surfaced a PAN from a decade ago. PAN card close online is faster and gives you a traceable record. PAN card closure online via NSDL is the right call for most people unless there is a specific reason to do it in person.
Offline Option 1: Get physical Form 49A at any NSDL TIN facilitation centre. Fill it. Enter the duplicate PAN in Item 11. Attach copies of both PAN cards plus identity proof. Submit at the counter.
Offline Option 2: Write a letter to the Assessing Officer of your tax jurisdiction. Include your full legal name, address, the PAN you’re keeping, and the PAN you’re cancelling. Attach photocopies of both cards. No fee, but also no online tracking.
After submission, the NSDL system checks both PAN records, confirms they belong to the same person via name, DOB, and Aadhaar, then flags the specified PAN for deactivation. Tax transactions filed under the cancelled PAN consolidate under the retained PAN. The deactivated PAN cannot be reactivated. If your Aadhaar-linked mobile is dead, update it before attempting this.
The rejection that kills most applications isn’t a missing document.
